In a move to strengthen bilateral cooperation, Russia and Vietnam have officially signed a roadmap agreement to collaborate on nuclear energy development through the year 2030. The deal, announced on May 14, 2025, marks a significant step in advancing peaceful nuclear technologies across scientific, industrial, and research sectors.
Officials from both nations confirmed that the agreement includes mutual cooperation in areas such as nuclear power plant technology, training and education, safety research, and joint infrastructure development. The roadmap also emphasizes peaceful use and long-term sustainability.
This collaboration reflects both countries’ strategic interest in diversifying their energy portfolios while reducing carbon emissions. Vietnam has increasingly looked toward nuclear options as part of its long-term energy strategy, especially as the country grapples with surging electricity demand.
For Russia, the deal strengthens its geopolitical influence in Southeast Asia while showcasing its technological capabilities through Rosatom—Russia’s state-owned nuclear corporation, which is expected to play a major role in the implementation phase.
The agreement comes at a time when Russia seeks to diversify its global partnerships amid ongoing Western sanctions and diplomatic isolation over its role in the Ukraine conflict. By enhancing cooperation with countries like Vietnam, Russia aims to position itself as a key energy and technology partner in the Indo-Pacific region.
Vietnam, while maintaining close ties with the West, continues to follow a multilateral foreign policy, engaging with both China and Russia to maintain balance in its strategic partnerships.
The agreement outlines specific milestones and working groups to be established by late 2025, with the first phase of technology transfer and training expected to begin in 2026. The partnership will be monitored through an intergovernmental commission on nuclear cooperation between the two countries.
