In a move that could reshape the global AI landscape, the United Arab Emirates has announced plans to build the largest artificial intelligence (AI) campus outside the United States. The decision comes on the heels of President Donald Trump's recent visit to Abu Dhabi, during which the U.S. and UAE signed a landmark agreement to accelerate collaboration in AI research and infrastructure.
The UAE, already a rising force in global technology, now positions itself as a central hub for AI development in the Middle East and beyond. The massive AI campus will be situated in Abu Dhabi and developed in partnership with leading American technology firms and the Emirati AI conglomerate, G42.
At the heart of this initiative lies a state-of-the-art, 5-gigawatt AI data center cluster — the largest of its kind outside the U.S. The project is expected to revolutionize regional research capabilities, boost economic diversification, and support a wide range of advanced technologies including machine learning, deep learning, and quantum computing.
The AI hub will be constructed with the help of U.S.-based tech companies, including chipmakers and AI software providers. Discussions are already underway to include giants like Nvidia and OpenAI, among others.
President Trump’s diplomatic visit to the UAE played a key role in finalizing this tech-focused partnership. During his multi-day trip, Trump was hosted at the Qasr Al Watan presidential palace and honored with the prestigious Order of Zayed — the UAE's highest civilian award — in recognition of his administration’s continued support of U.S.-UAE relations.
Trump described the AI agreement as “a $200 billion opportunity” for both nations and praised the UAE’s forward-thinking investment in emerging technologies.
This announcement marks a strategic pivot for the U.S., which had previously limited AI chip exports to the UAE due to concerns about Chinese influence over Emirati tech firms. Under the new agreement, those restrictions are being eased, allowing UAE institutions access to powerful AI computing capabilities — while also enforcing safeguards to prevent misuse or leakage of U.S. technology to adversarial nations.
The agreement is also expected to fuel substantial growth for American tech companies. With the UAE pledging multi-billion-dollar investments in U.S. AI enterprises, the deal will open the floodgates to innovation funding for OpenAI, xAI, and others.
In addition to the AI campus announcement, UAE President Sheikh Mohamed bin Zayed Al Nahyan confirmed plans to invest $1.4 trillion in the U.S. over the next decade. These funds will target key sectors such as energy, defense, aviation, and — crucially — artificial intelligence.
This long-term commitment reflects the UAE’s strategy to shift its economy away from oil dependence and toward high-tech industries capable of sustaining long-term growth and influence.
With the UAE emerging as a trusted U.S. ally in the AI race, the campus in Abu Dhabi is expected to attract top-tier researchers, engineers, and entrepreneurs from across the globe. The partnership serves as a model for how democracies and allies can cooperate to advance technology responsibly and strategically in the face of global challenges.
Experts believe this could spur similar collaborations in other regions, as nations recognize the geopolitical and economic importance of AI leadership in the 21st century.
