The semiconductor industry association SEMI issued a strong recommendation for the European Union to significantly increase its investment in semiconductor production. The group is urging EU leaders to quadruple current spending levels and establish a dedicated chip investment budget, emphasizing the urgent need to secure Europe's future in the rapidly evolving global technology landscape.
The push comes amid growing geopolitical competition and supply chain vulnerabilities exposed during the COVID-19 pandemic and subsequent global chip shortages. While countries like the United States and China have already committed billions of dollars to semiconductor development, Europe’s investment still lags behind.
“If the EU wants to compete in the global semiconductor arena, a bold financial commitment is non-negotiable,” said SEMI President Ajit Manocha. The organization believes the proposed funding surge is essential for achieving technological sovereignty and reducing dependence on foreign supply chains, especially in strategic industries like automotive, defense, and AI.
The call aligns with broader EU goals to produce 20% of the world’s semiconductors by 2030—a target set under the European Chips Act. However, SEMI’s new recommendation suggests that without a dedicated and increased budget, reaching that benchmark will remain unlikely.
Policy discussions are expected to intensify in the coming weeks as EU ministers and industry leaders meet to finalize updates to the EU’s digital infrastructure and economic strategy. SEMI’s recommendations could play a pivotal role in shaping Europe's approach to chip manufacturing over the next decade.
