OpenAI, the AI research company behind ChatGPT, has been actively pursuing acquisitions in the AI-assisted coding space. According to a new report, OpenAI first approached Anysphere — the startup behind the increasingly popular coding assistant Cursor — before shifting its focus to acquiring Windsurf (formerly Codeium) for an estimated $3 billion.
OpenAI reportedly contacted Anysphere as early as 2024 and made additional overtures in early 2025. Cursor, Anysphere’s flagship product, has gained traction among developers for its lightweight integration and context-aware code generation. Despite OpenAI’s interest, the talks with Anysphere did not materialize into a deal.
Following the failed talks with Anysphere, OpenAI began serious acquisition discussions with Windsurf, formerly known as Codeium. Windsurf offers advanced AI-powered developer tools similar to Cursor, and its growing enterprise adoption appears to have made it a strategic fit for OpenAI’s ambitions in the coding space.
With the rise of tools like GitHub Copilot and Cursor, the AI coding assistant space has become increasingly competitive. OpenAI’s interest in Cursor and Windsurf shows its intent to maintain leadership in the developer tooling sector — particularly as enterprises adopt AI into their software development workflows.
The acquisition also aligns with OpenAI’s broader strategy to integrate coding tools directly into its developer-facing products and expand its ecosystem beyond ChatGPT and API offerings.
The deal with Windsurf, if finalized, could reshape the competitive landscape of AI development tools. Meanwhile, Anysphere continues to grow independently, backed by investor support and a loyal user base, potentially setting up future rivalry or collaboration.
