Russia and Ukraine Agree to Black Sea Ceasefire Amid Sanctions Negotiations

Ceasefire Agreement Reached in Black Sea
On March 26, 2025, Russia and Ukraine agreed to "eliminate the use of force" in the Black Sea following negotiations mediated by the U.S. in Saudi Arabia. However, Russia stipulates that the maritime ceasefire will commence only if sanctions on its agricultural exports are lifted. The agreement includes a 30-day halt on attacks against energy networks, though significant territorial issues remain unresolved. Ukrainian President Volodymyr Zelenskyy expressed concerns about the U.S. discussing the partition of Ukraine with Russia without Kyiv's involvement. Russia demands sanctions relief for the Russian Agricultural Bank and reconnection to the SWIFT payment system, among other conditions. The ceasefire would initially be self-policed, with potential involvement from countries like Turkey or Saudi Arabia for monitoring security. While there is no agreement on an unconditional ceasefire, both sides have committed to continue discussions towards lasting peace. Source
