April 24, 2025 — India has officially suspended the Indus Waters Treaty (IWT) following a horrific terror attack in Pahalgam, Jammu and Kashmir, that left 26 civilians dead. The government says this step is a direct response to Pakistan’s continued support for cross-border terrorism.
Foreign Secretary Vikram Misri confirmed the move, saying the treaty is now "in abeyance" — meaning it's temporarily paused. He stated that India will not resume treaty obligations until Pakistan takes real steps to stop terrorism from its soil.
Why the Treaty Was Suspended
- On April 22, 2025, terrorists attacked civilians in Pahalgam, Kashmir
- The attack is believed to be backed by Pakistani-based groups
- India sees water sharing as a goodwill gesture that cannot continue while terrorism persists
What the Treaty Is
The Indus Waters Treaty, signed in 1960, shares rivers between India and Pakistan. India gets the eastern rivers (Ravi, Beas, Sutlej) while Pakistan gets the western ones (Indus, Chenab, Jhelum). India still had limited rights to use western rivers but always kept the flow going.

Now, that cooperation has been stopped.
What Happens Next?
India has stopped sharing water data and may build new storage projects on the rivers flowing into Pakistan. Pakistan has criticized the move and could take the issue to the World Bank or UN.
This is the first time India has suspended the treaty — and it signals how serious the Pahalgam attack has made things.
